Essential Job Functions:

Performs administrative duties necessary to support the daily operations of the Solid Waste Division to ensure the proper planning and management of garbage and recycling pick-up services that are provided to residents, businesses, and visitors in a thriving community. Provides exceptional customer service by effectively responding to incoming calls and digital inquiries related to requests for services, account status updates, and customer concerns related to solid waste and recycling collections within the City. If unable to answer questions or concerns effectively, redirects calls to proper location to ensure continuity of quality service. Provides well-written professional e-mail communication on behalf of the division and coordinates timely, accurate responses from field staff to customers on reported issues. Coordinates directly with customers regarding service needs, establishes new commercial service accounts, communicates service schedules, responds to service requests, and addresses reports of missed collections or service disruptions.

Assists in tracking performance metrics to ensure timely and efficient service deliverables. Tracks and reports on key performance indicators to include but not limited to service levels, customer complaints, and resolution timelines. Utilizes a variety of software platforms, including route management and collection scheduling tools, as well as customer service platforms and utility account systems. Assists in route initiatives as they are deemed necessary for divisional efficiency.

Assists with the development, preparation, and maintenance of standard operating procedures for various functions within the division in coordination with the Division Superintendent and other members of the Public Works team. Supports the division by researching reports and data; assists in compiling and analyzing data; drafts, proofreads, and processes briefs, reports, letters, and documents; and support personnel processes. Participates in the development of emergency plans on preparedness, response, recovery, and mitigation for all possible disasters that could affect Winter Haven, specifically related to solid waste and recycling services.

Supports education and outreach efforts related to solid waste and recycling services by working with the Litter Control Coordinator. Collaborates with internal departments/divisions and serves as a liaison between field staff and solid waste customers to ensure streamline operations and improve service deliverables.

Must be able to perform essential job functions outside of regular work hours responding to emergency situations. This is not intended to be an all-inclusive listing of essential job functions; the performance of other essential functions may be required.

Knowledge, Skills & Abilities:

  • Knowledge or ability to learn the functions of an integrated municipal solid waste management system.
  • Must be highly organized.
  • Ability to develop productive working relationships by building rapport with others; speak and communicate clearly and effectively; use a professional tone and proper grammar; understand and follow verbal and written instructions; analyze data, think critically, and synthesis information succinctly; learn organizational structure, geographical layout of City, and personalities; and learn and adapt in a rapidly changing environment.
  • Proficiency in business writing, spelling and punctuation.
  • Computer skills to include processing data, preparing/formatting reports, electronic filing systems, digital calendars, and clearly communicating information (Microsoft Excel, Word, Power Point; Adobe Pro, etc.).
  • Knowledge of office equipment (copy machine, scanner, computer, tablets, etc.) and ability to learn and use various computer programs (Outlook, internal accounting, time keeping, billing, asset management, route management, service scheduling, WordPress, GIS, etc.)

Minimum Education & Experience:

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma.
  • Associates degree is preferred.
  • Two (2) years of experience performing administrative and support work or similar with extensive computer experience.
  • An equivalent combination of training, education, and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
