Brief Job Description
Performs highly advanced (senior-level) managerial work overseeing the daily operations and activities of the Credentialing and Registry Enforcement (CARE) unit within the Health and Human Services Commission (HHSC). Provides leadership and strategic direction to ensure fair, consistent, and timely enforcement of state and federal regulations. Responsible for setting program goals, developing and implementing policies, managing performance standards, and directing enforcement actions and due process activities. Works collaboratively with internal and external stakeholders, including legal, regional, policy, training, and federal partners. Supervises the work of others and works under limited to minimal supervision with moderate to extensive latitude for the use of initiative and independent judgment. Performs other duties as assigned.
Manages enforcement activities primarily for Employee Misconduct Registry (EMR), Search Engine for Multi-Agency Reportable Conduct (SEMARC), Nurse Aide (NA), Medication Aide (MA), Nurse Aide Training and Competency Evaluation Program (NATCEP), Military Spouse Waiver, Criminal History (CH) and Deferred Adjudication programs; and also for Nursing Facility Administrator (NFA), Licensed Chemical Dependency Counselor (LCDC), Council for Sex Offender Treatment (CSOT), and Child Care Regulation Administrator (CCRA) programs; ensures accuracy for registries and imposition of sanctions and disciplinary actions.

Ensures effective implementation of policies, processes, and enforcement decisions.
Reviews the impact of laws and regulations on program operations.
Case Oversight and Compliance Monitoring (25%)
Manages and participates in enforcement reviews, due process, and compliance determinations.
Ensures accurate, consistent interpretation and application of statutes, rules, and enforcement policies.
Interagency and Stakeholder Collaboration (15%)
Serves as program liaison with legal teams, other HHSC programs, external agencies, and stakeholders.
Provides expert testimony and represents the program in hearings, meetings, or workgroups.
Supervision and Staff Development (15%)
Supervises staff, assigns work, conducts evaluations, approves leave, and supports professional development.
Supports recruitment, hiring, and retention of qualified team members.
Policy, Program Development, and Evaluation (10%)
Develops, reviews, and revises enforcement procedures, policies, and training materials.
Leads or supports special projects and implements changes resulting from new legislation.

Tracks and evaluates performance measures and productivity data.

Minimum of two (2) years in a regulatory or enforcement program.
Minimum of one (1) year of supervisory or managerial experience.
