Summary

This position supervises and coordinates the Homeless Veterans Programs under the Mental Health Service at the Dayton VA Medical Center. The Homeless programs include Health Care for Homeless Veterans (HCHV), Veterans Justice Outreach/Health Care for Re Entry Veterans (VJO)/(HCRV), Domiciliary Care for Homeless Veterans (DCHV), Grant & Per Diem (GPD), Community Employment Coordinator (CEC), and the Coordinated Entry Specialist (CES).

Duties include, but are not limited, to:

Administrative Duties (90% of the time):

  • Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including, but not limited to, visits, referrals, patient demographics, equipment utilization and patient satisfaction. Develops, implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services.
  • Supervises a group of employees in the Homeless Programs performing work at various GS levels and provides administrative, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts.
  • Performs the administrative and personnel management functions relative to staff supervised. Requires administrative management practice and advanced clinical supervision skills. Establishes a supervisory rapport with the staff while evaluating progress and performance improvement. Meets with staff to assess accomplishments and establish goals. Establishes guidelines and performance expectations for staff. Observes staff performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent is able to resolve informal complaints and grievances. Develops work improvement plans and recommends personnel actions as necessary. Provides advice, counsel and mentoring workers related to clinical and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
  • Leads the VA Homeless Programs by providing continuity of care for homeless Veterans between VHA and community-based programs, as the Veteran transitions from homelessness into programs, as well as, directly to permanent housing through the Housing and Urban Development-Veterans Affairs Supportive Housing (HUD-VASH) Program, the Supportive Services for Veteran Families (SSVF), or other forms of housing in the community. Coordinates with the local Suicide Prevention Coordinator(s) (SPC) to enhance suicide prevention amongst homeless Veterans encountered through community-based programs.
  • Provides leadership in the community by actively participating in the local plans to end Veteran homelessness and conducts and leads the coordination of outreach services to homeless Veterans. Develops professional relationships with community stakeholders and communicates potential Continuum of Care (CoC) policy or protocol changes to local VA leadership.

Clinical Responsibilities (10% of the time):

  • Responsible for the efficient, safe, clinical management of the Homeless Programs and the clinical care that is provided in the program. Provides clinical consultation and review of clinical interventions implemented by frontline staff. Incumbent provides clinical care management to a cohort of patients.
  • Interviews Clients and Conducts Psychosocial Assessments for Referral and Treatment Planning.
  • Provides case management services to a minimal caseload, as per program needs in the Homeless Programs. The incumbent is responsible for the assessment, identification, facilitation, and referral to appropriate medical and mental health services to those Veteran's situation, abilities, and capabilities, and arrives at a reasonable conclusion including an assessment of vulnerability and prioritization for admission.

Work Schedule: Monday through Friday 8:00 am to 4:30 pm

Pay: Competitive salary and regular salary increases

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Basic Requirements:



  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.


  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C.
  • 7403(f).

Grade Determinations - Supervisory Social Worker GS-13:

Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:

  • Ability to independently organize work, set priorities, and meet multiple deadlines.
  • Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  • Ability to ensure provision of clinical social work services by supervised social workers.
  • Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  • Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  • Ability to provide staff training and development.
