The Health Coverage Enrollment Supervisor is responsible for supervising, planning, coordinating, and monitoring the day-to-day operational activities of the enrollment department. This includes providing direction, leadership, and accountability for meeting departmental goals and ensuring effective and quality service to all internal and external customers. Additionally, the Enrollment Supervisor is responsible for providing applicants with enrollment and application assistance in various health coverage programs
Responsibilities:
- Direct the day-to-day activities of Program and Resource Specialists engaged in filling out applications for patients for programs such as Medi-Cal.
- Assist in developing and implementing departmental processes.
- Develop work schedules and analyze and distribute staff assignments and workloads.
- Monitor staff productivity, workflow and time management including on-time submission of goals and project work.
- Adhere to State and Federal regulations and policies regarding marketing and enrollment. practices for Covered CA and Medi-Cal managed care products.
- Respond to escalated customer and enrollment concerns.
- Research possible resource and referral opportunities and provide recommendations to the department Manager.
- Develop and maintain a resource database of healthcare and other enabling services available as well as eligibility requirements for applicants.
- Train, support, and supervise staff in enrollment procedures, reporting guidelines and resource education.
- Provide technical support to staff for department reporting and database functions.
- Schedule appointments with applicants, and screen for eligibility obtaining required information, such as employment information, income, and other information as needed to complete enrollment.
- Assist applicants to accurately complete applications and successfully obtain health coverage through Medi-Cal or 3rd Party Payors, Family PACT, Sliding Scale, Every Women Counts, etc.
- Track application assistance, application status, retention, and uninsured client’s conversion; develop monthly/quarterly/yearly progress and final reports, as required.
- Assess and communicate observed patterns and challenges for patients regarding enrollment.
- Work collaboratively with other departments to increase client’s enrollment, retention, and cross-referral of services.
- Participate in and/or lead special projects to develop and support the goals of the department.
- Stay updated on State legislation and County updates that impact enrollment.
Qualifications:
- Associate degree in social services, health education, public health or other health related field, or equivalent work experience.
- Two (2) years of health coverage enrollment experience.
- Two (2) years of supervisory or lead experience.
- Bilingual Spanish
- Knowledge of health insurance programs and public coverage options.
- Computer literacy working with PC-based software applications and proficiency with the Microsoft Office suite, including Outlook, Word, PowerPoint, and Excel.
Preferred Qualifications:
- Bachelor’s degree in social services, health education, public health, or other health related field.
- Completion of a Supervisory Certificate Program.
- Experience working with underserved populations.

The hourly range is $25.41 to $35.57 yearly.
