Overview
The Landlord/Tenant Counselor helps resolve disputes between tenants and landlords and provides guidance in line with housing laws such as the Arizona Landlord Tenant Act, Arizona Mobile Home Act, and the Neighborhood Preservation Ordinance. This role involves direct client support, community outreach, and coordination with various departments and neighborhood groups.
Key Responsibilities
Serve as a point of contact between tenants, landlords, and community organizations
Conduct interviews to assess client needs and create assistance plans
Provide guidance on rental agreements and housing regulations
Determine client eligibility based on federal and local guidelines
Offer emergency assistance and referrals for displaced tenants
Respond to phone and in-person inquiries about landlord/tenant issues
Manage complex cases through mediation, education, and follow-up
Refer renters to appropriate departments for property inspections
Coordinate with local groups and agencies to address neighborhood concerns
Deliver presentations and educational sessions
Help clients secure basic needs such as housing, food, transportation, and storage
Continuously seek ways to improve services and operations
Knowledge & Skills
Knowledge of:
Arizona housing laws (Landlord Tenant Act, Mobile Home Act, Preservation Ordinance)
Fair housing laws (federal, state, and local)
Mediation and interviewing techniques
Ability to:
Understand and apply housing laws and regulations
Communicate effectively in person, over the phone, and in group settings
Write clearly and professionally in English
Work independently and manage multiple cases
Collaborate with internal teams and the public
Prioritize tasks to meet goals and deadlines
Maintain a safe and respectful work environment
Requirements
Some positions may require driving; valid driver’s license and acceptable driving record needed
May require use of personal or city vehicles
Certification as a "Certified Housing Counselor" may be required by the end of probation
Some roles may require working various shifts or at different locations
Minimum Qualifications
At least 3 years of experience in real estate, property management, or housing counseling
Equivalent combinations of education and experience may also be considered

Pay: $21.99 - $22.00 per hour
