The North Carolina Department of Administration is seeking applicants for a Business Services Coordinator II position for our Mail Service Center (MSC) Division. The Mail Service Center is a full-service, centralized mail operation for state government that includes the processing and delivery of outbound and inbound U.S. mail and interoffice mail for state offices in Wake County and courier mail services for state agencies, community colleges, public school systems and the university system in all 100 counties. This position is responsible for supporting the State's mail center operations and sites throughout North Carolina.
Primary Purpose of the position
This position provide support to the management team to oversees the operation on the Mail Service Center. This is a time sensitive position to be able to provide the state agencies with a non-stop service for their mail service and transportation.
Key Responsibilities:
- Serve as managerial support for medical courier, city inter-office, USPS, and regular courier services and operation.
- Managerial support of the mail service center personnel.
- Train staff in equipment use, sorting methods, etc., cross-training employees on various equipment
- Recommend methods to improve workflow and supply/equipment needs.
- Support with the Maintenance of equipment and ensure that it operates effectively
- Assisting with policy development, interpretation, and planning, which includes the development, review and modification of procedures that impact the Division.
- Coaching and counseling staff; resolving problems and questions presented by subordinate supervisors and managers; assessing operational needs with regard to automation, telecommunications, and facility management; and communicating with a wide variety of customers.
- Managing highly complex personnel issues such as employee selection, salary recommendation, employee orientation, performance review, and disciplinary/grievance actions.
- Provide support to the Administrative Lead Managers and Vehicle Administrator; assigning work tasks to various staff members and evaluating staff according to Performance Management guidelines; and providing staff with the necessary tools, materials and training needed to accomplish the Division goals.
- Focusing on customer service by interacting with and providing clients with information concerning the policies and procedures of doing business with the State Mail Service Center Agency.
- Maintaining a customer friendly environment and attitude to encourage repeat business and promote the operation as a service-oriented government agency.

Knowledge, Skills and Abilities / Competencies

- Thorough knowledge of common business practices and some knowledge of contracting principles.
- A strong background in providing excellent customer service, 2 – 3 years’ experience as a supervisor in logistic, and experience managing inventory and inventory control systems.
- Competency with Microsoft Office products is expected as well as demonstrated use of inventory control systems and proven experience learning new software systems.
- Considerable knowledge of HR practices and the ability to provide strategic planning assistance to management.
- Considerable knowledge of Logistic.
- Demonstrated ability to assess and resolve problems that require research and review of policy and procedures.
- Experience with scheduling work plans, establishing efficient schedules; as well as supervise, counsel, and evaluate employees and their performance.
- Proficient in Microsoft Office applications such as Microsoft Word and Microsoft Outlook
Management Preferences:
- Considerable knowledge of the various types of mail and the proper handling of each as well as familiarity of the United States postal system and its operation.
- Experience with training employees in all phases of mail processing and effectively dealing with the general public/ co-workers.
- Route logistic experience.
- Experience in delivery methods and mail processing and handling.
- Superb analytical skills and strong written and verbal communication skills, and technical writing skills.
- Analyze moderately complex business operations.
- Ability to communicate effectively both orally and in writing, as well as prioritize and coordinate the completion of multiple tasks to meet deadlines.
SPECIAL NOTE: Candidate must present proof of a valid NC Driver's License and proof of an acceptable driving record. An acceptable driving record is having less than 4 points.
Minimum Education and Experience Requirements

High school of General Educational Development (GED) diploma and five years of related administrative experience; or an equivalent combination of education and experience.
