Position Overview
Accountable for oversight and management of federal, state and commercial contracts involving a range of responsibilities. The primary focus is on managing and ensuring compliance with all aspects of government contracts held by a non-profit organization that employs individuals with disabilities under the AbilityOne Program and state use contracts. This position is a hybird role requiring ability to travel to work locations.
Position Responsibilites
Contract Management
- Overseeing contracts from creation and negotiation to execution, monitoring, renewal and termination.
- Ensuring clear expectations and obligations are established with stakeholders.
- Oversee the preparation and submission of reports, including SourceAmerica quarterly updates, subcontracting reports and compliance documentation.
- Identify and pursue new contract opportunities, particularly through federal, state and local government procurement channels.
- Collaborating with SourceAmerica on various aspects of the AbilityOne program, such as identifying potential contract opportunities and resolving performance issues.
- Partnering with NYSID on various aspects of the state use set aside program such as identifying potential contract opportunities and resolving performance issues.
Compliance and Risk Management:
- Ensuring compliance with relevant federal acquisition regulations (FAR), AbilityOne Commission policies and other statutory and regulatory requirements.
- Identifying and mitigating potential risks associated with contractual agreements.
- Assists with government audits and related documentation as needed to ensure compliance with contractual and regulatory requirements.
- Contribute to vendor selection and review of subcontractor compliance.
- Ensuring compliance with the requirements of the Javits-Wagner-O'Day Act and NYS Preferred Source Program including the direct labor hour ratio requirement, where applicable.
- Ensuring the nonprofit agency is qualified to participate in the program and maintains its status.
Contract Coordination and Billing Authorization
- Collaborates with the finance team to ensure all executed contracts are aligned with billing requirements and organizational policies.
- Confirms authorization to proceed with monthly billing based on approved contract terms and deliverables.
- Serves as the point of escalation for unresolved or delayed payments, working with internal teams and external partners to ensure timely resolution and cash flow continuity.
Performance Monitoring and Evaluation:
- Tracking contractor performance using KPIs and other metrics.
- Regularly reviewing contractor reports and data to ensure obligations are met.
Stakeholder Communication:
- Maintaining open and transparent communication channels with stakeholders, including federal agencies, partners, and the AbilityOne Central Nonprofit Agency.
Contract Closeout:
- Overseeing the successful closure of contracts, ensuring all obligations are met and documentation is complete.
Supporting the Mission:
- Actively supporting the mission of providing employment opportunities for individuals who are blind or have significant disabilities.
- Understanding and promoting the social impact of the contracts managed.
Requirements
Demonstrated commitment to our mission to create employment opportunities for people with disabilities.
Bachelor's degree in a relevant field such as business administration, management, or finance is preferred.
7 - 10 years of contract management experience, with a focus on federal contracting.
Deep understanding of contracts, contract governance, contractual language and the contract lifecycle.
Knowledge of the Federal Acquisition Regulation (FAR).
Strong communication, negotiation, and relationship management skills.
Ability to interpret complex documents and regulations.
Planning and project management skills.
Ability to work independently and manage a book of business.
Ability to travel and work from all work locations on a regular basis. Current locations include sites in Nassau, Suffolk, Albany and Essex (NJ) counties, NYC, Puerto Rico and the US Virgin Islands.
Professional certifications such as Certified Commercial Contracts Manager (CCCM), Certified Federal Contracts Manager (CFCM), or Certified Professional Contracts Manager (CPCM) preferred.
