Job Summary
Manages staff of mental health professionals who provide direct care to inmate-patients in the Travis County Jail and/or Correctional Complex with serious mental illness as well as ongoing care and monitoring of all who await adjudication. Develops, implements and manages goals, objectives, activities and schedules related to screening, assessing, monitoring and providing treatment to patients. Manages operations, recommends and initiates changes in procedures, protocols and policies. Oversees clinical supervision, licensure of staff and quality assurance of program area.
Develops and coordinates programming such as suicide prevention, family support, and other areas that improve patient well being. Oversees diversions of special populations who meet both criminogenic and behavioral health criteria. Provides clinical training and supervision to staff and interns. Works as part of a treatment team to improve, restore and maintain the patient's level of functioning while minimizing symptoms, exacerbation of chronic illness, impairments, and disabilities by utilizing an individualized treatment plan.

DISTINGUISHING CHARACTERISTICS:
The Clinical Mental Health Professional Supervisor is a job classification within the Social Services job family that supervises staff providing professional mental health services to inmates incarcerated in the Travis County Jail and Correctional Complex. This classification is distinguished from other Correctional Mental Health Professionals in that activities mainly consist of managing, training and providing clinical supervision of staff while ensuring quality care of patients. This classification requires work in a secure facility with inmates, some who have serious mental health illnesses and requires a flexible schedule in order to meet the needs of the department.
Duties and Responsibilities
- Maintains safety and security of self, others and facility at all times.
- Supervises and assigns the work and activities of professional staff which includes hiring, training, work distribution, performance appraisal and recommendations for corrective action.
- Prepares statistical reports and monitors the unit's workload to ensure that quality services are being provided.
- Oversees and determines resources and training requirements for units to meet service demands.
- Provides clinical training for professional staff to meet qualifications for licensure as well as training for medical, program and correctional staff.
- Assists in planning, organizing and implementing annual strategic work plans to achieve mission, goals and objectives.
- Oversees quality assurance audits to ensure quality assessment and treatment are provided.
- Develops individual and group counseling programs for inmates with mental illness.
- Maintains staff schedule to ensure adequate coverage.
- Participates as a member of the treatment team.
- Communicates patient treatment plans and concerns with mental health and medical staff and corrections officers.
- Performs other job related duties as assigned.
Minimum Requirements
Education and Experience:
Master's or Doctoral Degree in Counseling, Social Work or Psychology or equivalent from an accredited University AND five (5) years paid experience providing mental health or social services including two (2) years paid experience in a lead and/or clinical supervisory capacity.
Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver's License.
At least one of the following:
Licensed Clinical Social Worker (LCSW); Licensed Professional Counselor (LPC); Licensed Marriage and Family Therapist (LMFT); OR Psychologist.

Preferred:
- Seven (7) years paid experience in counseling, social work, human services, education or criminal justice fields providing direct services to individuals.
- Supervisory licensure with mental health licensure.
- Certified Correctional Health Professional (CCHP).

- Understanding of the dynamics of domestic violence and impact of trauma on the individual.
- Treatment and counseling strategies to address maladaptive behaviors.
- Criminogenic risk factors that lead to incarceration.
- Proper documentation practices.
- Preventative management strategies of aggressive individuals.
- Proper supervision techniques for mental health professionals who require clinical supervision.
- Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.
- Knowledge of and adherence to HIPAA and other federal and state laws requiring the confidential handling of certain health information.
- Supervising and managing others.

Work Environment & Other Information
Physical requirements include the ability to lift/carry up to 50 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking (sometimes long distances), climbing stairs, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, driving, client/customer contact, and squatting to perform the essential functions.

Work Hours: Monday through Friday, hours vary 7:00 AM to 6:00 PM. Works some holidays, works some nights, works some weekends. On call is required on a rotating basis with other behavioral health supervisors.
