About Job

The role of the Housing Case Manager II and Reviewer is to monitor the quality in the process, procedures, applications, and provide support to the staff working under the MNC Housing & Homelessness Prevention Services Program. It is responsible for completing SF ERAP applications and supporting the applications process in other programs to ensure to keep our secure safe and stable housing for individuals and families.

ESSENTIAL FUNCTIONS / RESPONSIBILITIES

Primary Functions

  • Responsible for revision of each SF ERAP application and Quality of Housing & Homelessness Prevention Services process and procedures, reviewing and correcting the calculation of back and future rent.
  • Support the HPS team to determine client eligibility for SF ERAP.
  • Communicate with client and Homelessness Preventions staff regarding status of SF ERAP application via written and oral communication.
  • Complete appropriate comprehensive housing assessments for applicants applying for the Emergency Rental Assistance Program and other programs.
  • Develop housing plans in collaboration with the applicant, identifying specific housing related tasks to be accomplished that support short- and long-term housing stability.
  • Provide direct “hands on” case support to Homelessness Prevention staff and will be available as needed for consultation.
  • Work as “Hybrid” meaning this person must adapt accordingly to the workload, if it is need must demonstrate initiative to complete application alongside the HPS.
  • Provide analyses of program outcomes, performance and improvement recommendations, support team in interpretation and aggregation of data to support program development and reporting.
  • Support the implementation of federal, state and agency rules and regulations and ensure accurate reports and documentation that comply with applicable laws, policies, and procedures for both local, state and federally funded programs.
  • Support the HPS team with screening clients for eligibility which may involve working with applicants in multiple instances, (e.g., answering questions, providing information & referral, etc.).
  • Maintain and track data as a relates to application submission and check disbursements.
  • Provide timely weekly and monthly reports to HPS Director and others as requested.
  • Work to resolve conflicts and de-escalate situations as they arise, must work collaboratively with other in the team.
  • Report to the HPS Director and Quality & Training Coordinator on the status of all Homelessness Prevention Services when requested.
  • Projects and the HPS staff performance in terms of quality evaluation performance.
  • Organizing daily responsibilities to ensure the revision stage runs smoothly.
  • Follow Quality System Management strategies and timelines for department projects based on goals presented by director.
  • Relaying important company information from director to fellow colleagues.
  • Assist in special projects, activities and events as requested, such as outreach, others.
  • Remain up to date on ERAP policies and guidelines.
  • Other activities per request.

Family Support

  • Educate families about tenant rights and protection.
  • Monitor and ensure a smooth process when working with a third-party application provider.
  • Provide one-on-one support and guidance to families who are navigating and avoiding the eviction process.
  • Plan quarterly family engagement workshops designed to educate residents on their rights under the eviction moratorium.
  • Assist families with accessing resources to help with rent and back rent.

Customer Service

  • Provide exceptional customer service.
  • Represent MNC in a professional manner.

Safety

  • Maintain personal safety, use personal protection equipment (PPE) and follow MNC policies.
  • Report all and any safety issues, accidents, or injuries to MNC as a matter of priority.

Effective Team Member

  • Ability to interact positively with team members.
  • Partner with MNC staff and leaders when necessary to address department issues or concerns.

POSITION QUALIFICATION REQUIREMENTS

Education:

AS Degree with an emphasis in Social Work, Education, or related field, or working towards a current degree. Bachelors is preferred

Experience:

  • Experience in managing and coordinating.
  • Knowledge of housing programs and resources, with particular emphasis on local, state and/or federal homelessness prevention and/or rapid rehousing programs, rental assistance, supportive housing, and/or transitional housing.
  • Experience working effectively with working-class diverse immigrant adults and their children, a commitment to social and economic justice, and knowledge of issues impacting working-class immigrants in San Francisco.
  • Understanding of the San Francisco housing landscape.
  • Demonstrated ability to build strong relationships with diverse stakeholders and communities.
  • Ability to speak clearly and persuasively, including speaking in small and large group settings.
  • Strong strategic thinking skills and an ability to analyze and implement policies.
  • Willingness to work as a member of and contribute to a team in a dynamic, learning environment.

Requirement:

  • Current CA Driver’s License, current auto insurance and a clean driving record.
  • Covid-19 Full Vaccination Proof
  • Fingerprints Clearance (DOJ/FBI/Child Abuse Index)

Language(s): Preferably Bilingual in English/Spanish.

Skills and Abilities:

  • Independent thinker, possess excellent customer service skills, professional attitude, a high level of personal integrity, maturity, and business judgment required.
  • Able to multi-task, prioritize tasks, meet deadlines, able to do presentations and to maintain confident information.
  • Strong written and verbal communication skills. Must be a well-organized professional who thrives in a team-oriented environment.
  • Ability to remain tactful under pressure and present a professional demeanor and communication style with co-workers in a multicultural setting.

Software: Proficiency in Microsoft Office applications: Outlook, Word, Excel, PowerPoint, and Internet Explorer.

Tools and Equipment: General office equipment, fax, copier, printer, phone, and computer.

Confidential and Sensitive Information: Maintain the highest level of confidentiality when dealing with client records.

  • Pay Rate: $35.00 - $36.00 Hourly

  • Location: MNC Evans Campus
