About Job

The Chattanooga Housing Authority (CHA) seeks a qualified individual for the full-time position of Resident Opportunity and Self-Sufficiency (ROSS) Service Coordinator. This is grant funded position; funding is guaranteed through May 2026. CHA has historically secured this grant and plans to reapply for funding in 2026. Applications will be accepted until Friday, July 25, 2025.


Position Description


The person who holds this position is responsible for providing case management services pursuant to the goals and objectives detailed in the Resident Opportunity Self-Sufficiency (ROSS) grant application.


Essential Duties and Responsibilities

Individuals may perform other duties as assigned including work in other functional areas to cover absences or relieve others, to equalize peak work periods or otherwise balance the work load.


  • Assists interested residents in identifying educational, job training, and work related goals. Also assists residents to identify other needs and links them to medical resources, wellness providers, transportation opportunities, day care providers and other enrichment resources.
  • Provides general case management that includes intake, assessment, education, and referral of residents to service providers in the community.
  • Provides positive, supportive and reality-based counseling to residents as needed.
  • Monitors the residents’ progress and offers counselling and guidance, as requested.
  • Works in collaboration with the Family Self-Sufficiency Program (FSSP) & Homeownership Coordinator, and CHA’s Upward Mobility Program (UMP) Coaches to promote the ROSS Service Coordinator Grant Program and to feature programming that will be beneficial to the self-sufficiency goals of public housing residents throughout the CHA portfolio.
  • Updates and revises policies and procedures to ensure that the ROSS Program is responsive to the needs of the CHA and the participating residents.
  • Networks with various agencies, educational institutions, and community organizations to obtain resources to expand and improve the ROSS Program.
  • Provides technical assistance to residents for accessing and using resources and information. Facilitates various workshops, seminars, and group support meetings for residents.
  • Conducts home visits as needed.
  • Exhibits and encourages behaviors that uphold CHA’s core values.
  • Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Resident Engagement Administrator.
  • Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders.
  • Attends and/or participates in various meetings related to the CHA as required.
  • Reports consistently to assigned work location(s) in accordance with established work schedule. Must be reliable.
  • Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.
  • Handles confidential matters with discretion.
  • Performs other duties as directed.

Required Knowledge, Skills and Abilities


  • Ability to communicate with people from a broad range of ethnic and socio-economic backgrounds.
  • Ability to operate commonly used office equipment, especially the use of personal computers for word processing and spreadsheet applications, scanners, copiers, and fax machines.
  • Strong interpersonal skills and effective communication ability, both orally and in writing.
  • Ability to work independently and in-group settings and use sound judgment in decision-making and problem solving.
  • Knowledge of the local, state, and federal laws governing the HUD subsidized housing programs, including the FSSP, the ROSS Program, and related programs; ability to understand, act on, and interpret policies, regulations, and procedures.
  • Ability to mediate disputes among CHA employees, UMP participants, social service providers, Program Coordinating Committee members, landlords, and other parties; responds quickly to issues or questions.
  • Ability to work productively in a variety of working conditions and environments.
  • Bilingual in English/ Spanish is desirable.
  • Ability to work independently and use sound judgment in decision making and problem solving.

Minimum Education, Training, and/or Experience


  • A high school diploma/GED is required and graduation from an accredited college or university is preferred.
  • One to three years’ experience in administrative support work, office management or related field is preferred.
  • Any equivalent combination of education, training, and experience, which, in the sole determination of the CHA, provides the required knowledge and abilities, may be considered sufficient.

Physical/Mental Requirements


  • Level of manual dexterity sufficient to allow for operation of office equipment.
  • Ability to move, handle, or lift small objects around desk area.


Special Requirements


  • Must possess a valid driver's license, have reliable transportation, and be insurable under CHA’s automobile insurance.
  • Criminal background checks and drug screening will be performed.
  • Demonstrated proficiency at Microsoft Word and Excel.
