The Prince George’s County Health Department is currently seeking qualified applicants to fill a Counselor 2A, grade A21 position, in the Behavioral Health Division.


About the Position

This is full-performance professional work in providing services and assistance to client populations with problems in a range of areas (e.g., substance abuse, emotional, behavioral, or related problems). This is a full performance level professional counseling position responsible for providing assessment, individual, group, and/or family counseling services, case management, and referral/linkage to care. The incumbent must have and maintain an active and valid professional counseling license issued by the Maryland Board of Professional Counselors and Therapists, Maryland Board of Social Work, or other professional board.

The Prince George's County Health Department's (PGCHD) vision is that all Prince Georgians are their healthiest at every age and every stage. The PGCHD works to protect and support the public’s health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities.

Examples of Work

  • Performs the full range of counseling assignments.
  • Plans, coordinates, and reviews the training of subordinate-level counselors, volunteers, and practicum students.
  • Provides direct individual, family, and/or group counseling for clients with varying emotional and/or substance abuse problems.
  • May assign or assist in the assignment of cases to each counselor.
  • May assist the center director in the compilation of various data, reports, and forms.
  • May assist the center director in assessing staff training needs and helping to implement a staff training program.
  • Conducts intake interviews, obtains an extensive client history, determines clients' strengths and weaknesses, and develops suitable treatment plans and goals.
  • Maintains case files with appropriate forms, evaluations, and other records of client progress for supervisory review.
  • Provides crisis intervention to prospective and current clients.
  • Provides community outreach services.
  • Attends periodic staff meetings to discuss procedural and administrative developments and difficult or unusual cases.
  • May be required to use automated equipment in conjunction with assigned duties and responsibilities.
  • Willingly and cooperatively performs tasks and duties that may not be specifically listed in the class specification or position description, but within the general occupational category and responsibility level typically associated with the employee's class of work.

Qualifications

  • Graduation from an accredited college or university with a Master's or Doctoral degree in Counseling, Social Work, or Psychology with a minimum of 2,000 hours of supervised clinical experience in professional counseling. Of the 2,000 hours, 1,000 shall be acquired after the doctoral degree has been awarded.
  • Achieve a passing score on the National Counselors Examination of the National Board for Certified Counselors and the State Law Test
  • A candidate placed in this classification must be licensed as a Graduate Professional Counselor by the Board of Professional Counselors and Therapists. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.09.

    Must possess one of the following licenses/certifications:
    LCPC: Licensed Clinical Professional Counselor
    LGPC: Licensed Graduate Professional Counselor
    LCADC: Licensed Clinical Alcohol and Drug Counselor
    LGADC: Licensed Graduate Alcohol and Drug Counselor
    LCSW-C: Licensed Certified Social Worker-Clinical
    LCSW: Licensed Certified Social Worker
    LMSW: Licensed Masters Social Worker
    LCP: Licensed Clinical Psychologist
Preferred Qualifications
  • Have and maintain an active and valid professional certification or counseling license issued by the Maryland Board of Professional Counselors and Therapists (BOPC) or Maryland Board of Social Work, in the performance of the duties outlined above (LCADC, LMSW, LCSW, LCSW-C, LGPC, LCPC).
  • Have experience completing diagnostic assessments and determining the appropriate level of care for treatment.
  • Have experience providing individual and group counseling and therapy.
  • Have experience working in a hospital or behavioral health clinical setting.
  • At least 2 years working in the substance use disorders field.

General Plan Information:

The Prince George’s County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.
The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
