Job Title: Outpatient Counselor/LCSW Clinical Supervisor

POSITION OVERVIEW:
Outpatient Counselors provide high-quality clinical treatment services tailored to individual needs, incorporating the latest research and evidence-based practices, while assisting clients in successfully completing their treatment. Outpatient Counselors maintain a minimum of 20 billable services per week as part of the expected clinical hours and deliver treatment in accordance with ethical standards and Oregon Administrative Rules (OARs). Outpatient Counselors also foster a therapeutic environment where staff collaboratively determine the most effective clinical approach and act as a representative of the Rimrock Trails mission both on and off the work site.
In addition, Board-Certified LCSWs in good standing with the Oregon Board of Licensed Social Workers may serve as approved clinical supervisors for CSWA employees and MSW interns. These licensed clinicians are eligible to provide supervision under a piece-rate model, ensuring compliance with state requirements while offering high-quality, ethical, and developmentally attuned supervision to emerging professionals.
I. ESSENTIAL POSITION RESPONSIBILITIES:
A. Clinical
1. Establishes and models a helping relationship characterized by warmth, respect, authenticity, concreteness, and empathy.
2. Demonstrates understanding of diagnostic placement criteria and treatment modalities for substance use and mental health disorders.
3. Utilizes a variety of models for the treatment of individuals in a culturally competent way.
4. Interventions are developed collaboratively with the client.
5. Provides individual, group, and family therapy meeting documentation standards and timeframes. Explores need for family therapy for each episode of care, unless otherwise indicated.
6. Utilizes a trauma-informed, holistic approach to clients and families.
7. Utilizes Collaborative documentation.
8. Actively engages as a part of the therapeutic process to achieve treatment goals.
9. Utilizes individualized interventions to address the needs of clients, or groups, and families.
10. Demonstrates appropriate physical and emotional boundaries.
11. Adheres to professional code of ethics.
12. Maintains confidentiality in accordance with Federal and State laws, agency policies and procedures, as well as all HIPPA regulations.
13. Attends all required training and acquires education hours needed to uphold certification/licensure.
14. Meets regularly with the Clinical Supervisor per current OARs.
15. Must demonstrate effective communication, organization, and ability to work as a member of a team.
16. Completion of ICOD training within 1 year of hire.
B. Family Engagement:
1. Value the importance of family participation in treatment.
2. Maintain weekly contact with the family (in person, via phone, or video conference) to provide an update on client progress and engage the family in therapy when indicated.
C. Documentation
1. Utilize collaborative documentation in order to increase client engagement, efficiency, and productivity.
2. Produce clinical documentation within designated time frames.
3. Complete encounters report for each pay period and turn into OP Director by end of business on last scheduled day.
4. Perform filing, copying, and electronic filing tasks, as needed.
D. Care Coordination
1. Leverage referrals to higher levels of care and other community resources when necessary.
2. Establish a continuum of care with the family/natural supports, Recovery Mentor, mental health counselor, community justice officer, and other identified supports.
3. Understand the variety of insurance/resources that are available and support clients in accessing benefits.
4. Develop knowledge of housing and basic needs resources.
E. Clinical Supervision
1. Provide clinical supervision to Clinical Social Work Associates (CSWAs) and MSW students in accordance with Oregon Board of Licensed Social Workers (OBLSW) standards.
2. Offer structured, developmentally appropriate individual or group supervision that supports professional growth, ethical practice, and client-centered care.
3. Maintain required supervision records and documentation as required by OBLSW and Rimrock Trails.
4. Participate in quarterly performance reviews of supervisees and collaborate with program leadership on staff development.
5. Engage in continued education and consultation to remain current in supervisory best practices.
6. Be available for periodic audits, consultation, and coordination with universities or licensing boards as needed.
7. Clinical supervision duties are eligible for compensation through an approved piece-rate supervision model, which must be tracked and submitted in accordance with agency policy.

3. Report spending overages to supervisor promptly.
4. Participate in annual fiscal planning (managers/directors only).
5. Work within budget constraints.
Requirements:QUALIFICATIONS, SKILLS & KNOWLEDGE- Minimum Qualifications:
- Licensed Clinical Social Worker (LCSW) in good standing with OBLSW, with approval to provide clinical supervision.
Preferred Qualifications:
- Experience supervising CSWAs or MSW interns preferred.
- CADC I certification or higher (CADC2 preferred) or be eligible to obtain within 2 years of hire
