The Governor Morehead School is an educational facility that provides day and residential services for blind, visually impaired and disable students in North Carolina. The mission of the school is to provide education, pre-vocational and transitional employment/living services to visually impaired children from birth to age 22. This mission includes the responsibility to assist in the continuum of consultative and technical services to other public and private agencies in an effort to meet the life-long needs of all visually impaired people. The primary objective of the Governor Morehead School is to educate each child with a visual disability in the areas of academic, physical, emotional and vocational development. The philosophy of the School is that each visually impaired child is entitled to an opportunity to develop to his/her highest potential in an environment that is most conducive to the individual’s learning needs.
The Governor Morehead School is a residential school for the Blind, Visually Impaired and Multi-handicapped students in North Carolina. The mission of the Governor Morehead School for the Blind is to provide educational, prevocational, vocational and transitional employment, and independent living services to visually impaired children for birth to age 21. The K-12 program of the Governor Morehead School operates for 11months during the year to ensure that the administrative and educational functions required to support the educational responsibilities of the school are fulfilled, and that these functions are accomplished incompliance with both state and federal regulations along with sound administrative, educational practices. Special assignments assigned by the GMS Superintendent.
This position is responsible for consulting on internal VI/COMS assessment/service needs of students at GMS, coordinating/conducting VI/COMS assessments in collaboration with NC LEAs & PSUs within the confines of general resources available to the unit/department. This position is responsible for long-and-short range plans for provision of VI/COMS services internally at GMS in collaboration with the Superintendent, School Principal and EC Director/Coordinator including an ongoing and systematic evaluation. This position develops highly active collaborative relationships with LEA’s/PSU’s and NCDPI as well as other organizations engaged with regional and state-wide systems for the provision of services. This position establishes formal contacts with other state agencies and organizations that serve students who are blind and deaf-blind or have low vision for the purpose of mutual support and assistance. This position collaborates with the School Principal and Parent /Community Committee to organize/plan family engagement activities at GMS and other statewide areas that show a significant need for assessments of consulting. This position oversees and implements APH registration and Quota Funds for GMS as well as collecting information to periodically report to the GMS Superintendent and GMS Board of Trustees regarding performance of the Outreach Department and becomes the APH ex-officio for GMS. This position would oversee and evaluate the Outreach Coordinator position. This
position would serve as a member of the GMS School Leadership Team, and travels at least (15%) monthly across the state to provide technical assistance and/or collaborate with LEA’s, PSU’s, DSB, and other stakeholders to support student outcomes and enrollment for GMS. This position is evaluated and reported to the GMS Superintendent.
- Experience in the development of budgets.
- Experience with grant writing and program management.
- Experience in working with stakeholders on local, state-wide and/or national initiatives.
- Experience in working with families of students who are visually impaired or deaf/blind.
- Experience with developing public opinion through the provision of information.
- Experience in the development and implementation of training initiatives, including workshops, webinars and distance media, conferences, and study groups.
- Experience with developing programs or initiatives designed to improve outcomes for students who are visually impaired or deafblind, including the professionals who support them.
- Strong Evidence of commitment to the field through involvement with professional and advocacy organizations concerns students who are visually impaired or deaf/blind.
- Background as a teacher of the Visually Impaired or Certified Orientation &Mobility Specialist, especially with service delivery experiences.
The position will develop/manage and oversee the GMS VI outreach program that will be inclusive of state-wide outreach efforts, short-term programming on-campus, and summer camp programming for GMS. This position would be responsible for providing the necessary enrollment to Principal, Student Life Director, Nursing Services, Student Services Team, and TVI/COMS staff for Short-Term and Summer Camp programming. This person would submit timely purchase requisitions to the business office team regarding summer programming needs. Establish an annual budget in collaboration with the GMS Budget and Finance Director/Manager. Develop an annual series of professional developments regarding supporting the professional growth of internal VI/COMS staff at GMS and to be a support to school districts and community partners, as appropriate. This position would identify and manage opportunities to provide virtual consultation services to individual students regionally and/or statewide for students with visual impairments.
30% – Internal-External Outreach Assessment/Engagement:
This position is responsible for consulting on internal VI/COMS assessment/service needs of students at GMS, coordinating/conducting VI/COMS assessments in collaboration with NC LEAs & PSUs within the confines of general resources available to the unit/department. This position is responsible for long-and-short range plans for provision of VI/COMS services internally at GMS in collaboration with the Superintendent, School Principal and EC Director/Coordinator including an ongoing and systematic evaluation. This position collaborates with the GMS school principal and GMS parent/community committee leading to organize/plan family engagement activities at GMS and other state geographical areas that show a significant need for assessments or VI consultation. In collaboration with the GMS IT Director/Manager, develop and manage a webpage solely dedicated to best practices, current research, and learning modules regarding VI and COMS support. Securing grants for on-campus activities in support of GMS students and perspective outreach programming. This position is responsible for developing a monthly newsletter to be shared with stakeholders and prospective students/parents about GMS, evidence-based, generally accepted practices from the field, APH, and/or CEC-VI, and local/statewide VI resources.
25% – External Partnership Management:
This position develops highly active collaborative relationships with LEA’s/PSU’s and NCDPI as well as other organizations engaged with regional and state-wide systems for the provision of services. This position establishes formal contacts with other state agencies and organizations that serve students who are blind and deaf-blind or have low vision for the purpose of mutual support and assistance. This position manages and oversees the development of and monitoring of contracts or agreements with NCCU for the training/support of TSVI and O&M specialists.
10% – Data collection/Report Writing:
This position oversees and implements APH registration and Quota Funds for GMS as well as collecting information to periodically report to the GMS Superintendent and GMS Board of Trustees regarding the performance of the Outreach Department. This position is responsible for an annual report to the Superintendent and Board of Trustees annually in June.
5% – Supervision: This position supervises the outreach coordinator position through GMS NCVIP or NCEES system, depending on applicability.

Physical Requirements
Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the subject's own body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Light work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10pounds of force constantly to move objects.
Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Very heavy work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently and/or in excess of 10 pounds of force constantly to move objects.
Visual Acuity Requirements
A. Work requires close visual acuity to perform an activity such as: preparing and analyzing data and figures, transcribing; viewing a computer monitor; extensive reading; visual inspections involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.
B. Work requires visual acuity to perform an activity such as : operating machines such as lathes, drill presses, power saws and mills where the seeing job is at or within arm’s reach; performs mechanical or skilled trades tasks of a non-repetitive nature such as carpenters, technicians, service people, plumbers, painters, mechanics, etc.
C. Work requires visual acuity to operate motor vehicles or heavy equipment.
D. Work requires visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned (i.e., custodial, foodservices, general laborer, etc.) Or to make general observations of facilities or structures (i.e., security guard, inspection, etc.).
