DescriptionDSHS SCC - Residential Rehabilitation Counselor 4 (Milieu Specialist Supervisor)
The Department of Social and Health Services is seeking a Residential Rehabilitation Counselor 4 to serve as a Program Area Supervisor at the (SCC) on McNeil Island.In this vital leadership role, you will supervise a team of Residential Rehabilitation Counselors (Milieu Specialist) and oversee programing operations of residents at the Total Confinement Center (TCF) and the Pierce County Secured Transition Facility (PC-SCTF). Your work will ensure staff are supported, policies are implemented effectively, and residents receive consistent respectful care aligned with their treatment plans. This position is critical to maintaining a safe, structured environment that supports therapeutic progress and promotes accountability for residents committed under Washington's sexually violent predator law.About the SCC
The (SCC) provides mental health treatment for individuals civilly committed as sexually violent predators after their prison sentences. Located on McNeil Island, SCC offers a secure environment with a structured treatment program aimed at reducing the risk of re-offense. The center collaborates with legal, correctional, and behavioral health partners to support resident progress and ensure court-ordered reviews. SCC staff play a crucial role in balancing public safety with the treatment and legal rights of residents.Some of what you'll do:
  • Supervise High Acuity milieu specialists within the program at both the TCF and the PC-SCTF.
  • Work with residents with serious mental illness, developmental disabilities, cognitive disorders, and/or physical/medical conditions.
  • Participate on interdisciplinary teams to better understand the resident's treatment plan, current progress, and treatment approach in the milieu.
  • Develop resident activity schedule on each unit and ensure each activity occurs.
  • Implement/co-facilitate on-unit groups and activities designed to increase life satisfaction and improve social skills and adaptive coping.
  • Encourage residents to participate in their approved activity schedule.
  • Oversee activities lead by Milieu Staff and document participation.
  • Intervene when residents become dysregulated.
  • Act as a resource to staff and residents regarding policies, procedures, protocols and living unit/and sec rules.
  • Document behavior management reports, incident reports, witness statements, and observation reports.
  • Support day to day operations and accountability of the SCC residential population.
  • Generate accurate, detailed, and timely documentation of routine matters, including progress reports, incident reports, log entries, resident census updates, behavior management reports, shift reports and resident activities reporting.
What we're looking for:
  • Experience supervising staff, providing instruction, and conducting performance evaluations.
  • Ability to organize workloads, schedule coverage, and maintain effective daily operations.
  • Knowledge of institutional policies, security procedures, and forensic mental health treatment.
  • Ability to effectively assist in the safe restraint of acting out residents, using approved techniques.
  • Skilled in developing training protocols and supporting staff development.
  • Strong attention to detail with the ability to review and finalize payroll and documentation accurately.
  • Effective verbal and written communication skills, with the ability to follow and give clear instructions.

Professionals with:
  • A High School Diploma or GED AND four years of experience providing direct care to psychiatric patients, residents or inmates in a residential or in-patient mental health setting
OR * Two years of experience as a supervisor/lead worker AND two years of experience providing direct care to psychiatric patients, residents or inmates in a residential or in-patient mental health setting.Additional information:
  • Work schedule: 8:00 AM - 4:00 PM (Monday - Friday). After completing training and onboarding, the schedule will transition to four 10-hour shifts per week.
  • Please Note: The incumbent in this position must be eligible for and obtain an Agency Affiliated Counselor Credential from the Department of Health upon hire.
  • SCC employees also receive an additional $10 per day premium pay in addition to advertised salary and a free ORCA card for transportation use.
  • Ferry transportation is provided to McNeil Island employees.
  • Evening and Night shifts include a shift differential in addition to the standard compensation rate.
  • Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.
