About Job

The Subsidy Counselor supports the Alternative Payment (AP) Programs available in the respective counties by assisting and certifying families seeking or receiving child care assistance and providing resources and referral to social services that meet the client’s needs and promote their stability.
Essential Job Functions:
Case Management - 70%

  • Interview families to determine their need for child care services.
  • Collect the relevant information; assess and verify their eligibility for subsidies.
  • Enroll families into the AP Programs in accordance with the CA Department of Social Services (CDSS) guidelines (i.e. Title V regulations/Funding Terms and Conditions).
  • Update and make changes in family files for eligibility and need on appropriate documents to ensure family files are in compliance at all times.
  • Prepare and issue Notice of Action to families and corresponding notices to providers.
  • Terminate families in accordance with guidelines and policies Catalyst Family Inc. Board approved policies and CDSS regulations.
  • Assess the need for community services; provide information and refer families to services that support their stability.
  • Conduct self-audit on family files.
Payment – 20%
  • Accurately process provider payments in a timely manner.
  • Ensure providers are paid within the market rates for the population served.
Administration – 10%
  • Maintain family and/or provider files and keep information current.
  • Maintain centralized eligibility list and resource and referral information.
  • Prepare monthly reports such as outstanding provider payment or family fee data.
Accountabilities
  • Certification and re-certification of families and/or providers in accordance with the CDSS guidelines and regulations.
  • Provision of comprehensive information and service to meet individual family needs.
  • Professionalism in representing the organization in dealing with families, providers, and/or community.
  • Additional responsibilities as assigned.
Education & Experience:
Education
The MINIMUM formal relevant education required by the position. Relevant experience/certifications in lieu of formal education will be considered.
  • HS Diploma or GED equivalent
  • Associate’s or Bachelor’s degree in social work or related field preferred
Experience
The MINIMUM relevant experience necessary to qualify for the position.
  • 1-2 years’ experience with client assistance and support services, preferably in social work or related field
Other Qualifications:
  • Excellent communication skills
  • Strong customer orientation
  • Attention to details
  • Proficiency in computer software and data base management system such as MS Access and MS Excel
  • Proficiency in Spanish preferred, although may be required for some positions
  • Travel: Up to 10%
Shift Type: Full Time, Onsite
Schedule: Monday - Thursday, 8:30am - 4pm; Friday, 8:30am - 12:30pm
Compensation: $20.63 - $30.95 hourly
