Description
Uses advanced knowledge of disability management to manage and resolve complex disability accommodations. May serve as subject matter expert for a disability specialty. Exercises judgement in selecting methods, techniques and evaluation criteria for obtaining results. Decisions impact university compliance and liability under federal and state disability law and regulations while ensuring compliance within UC Policy and Collective Bargaining Agreements.
Under of the direction of Disability Counseling and Consulting Director, this position may be responsible for the daily operations. Lead disability counselors will provide process mapping and improvement, including managing the electronic case management system, and coordinating blink/web content updates. As a vocational rehabilitation counseling, Lead Disability Counselors function as organization expert in disability or may have specific expertise within a disability specialty. All counselors will be responsible for case management and independently manage a broad spectrum of accommodation issues involving complex cases. Accommodation decisions broadly impact university compliance and liability. Independently escalates particularly contentious or highly complex issues to the Director's attention as needed. May serve as project manager for initiatives. Through the interactive process, makes a determination as to the reasonableness of accommodation. Facilitate or act as a liaison for job analysis requests for legal proceedings or in support of medical separation. In collaboration with Employee and Labor Relations teams, is responsible for review of litigation or escalation for reasonable accommodations and management of medical disability related matters.
Analyzes complex situations and data that require a review of a variety of factors - the employee, the university, and related policy, collective bargaining agreements, regulations, and requirements as they relate to providing effective workplace accommodations, including accommodations of last resort. Responsible for the provision of recommendations for reasonable accommodations and management of medical disability related matters including but not limited to vocational counseling, job analysis, medical separation, disability counseling, and job reassignment for staff, faculty and Academic student employees, including Postdocs, who have a physical or mental disability impacting the ability to stay at work / return to work or perform the essential job functions.
Demonstrates business acumen in diverse interactions with all levels of the Campus - Intra- and Inter-Department, Vice Chancellor, Academic Senate, Graduate Education and Post Doctoral Affairs, Legal Counsel, Student and Employee Assistance Programs, and Systemwide Administration, as well as communicating with employees and direct supervisors / managers. In support of the People Proposition, the Lead Disability Counselor also helps to facilitate training programs and education to raise awareness about disabilities, compliance, and the interactive process.
Qualifications
Annual Full Pay Range: $85,400 - $156,800 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $40.90 - $75.10
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).

Qualifications
- Advanced knowledge of the legal framework involving ADA and accommodations for individuals with disabilities through state and federal laws and regulations.
- Advanced knowledge of procedures for assessing and determining disability accommodation issues, including the Disability Compliance Office procedures
- Advanced knowledge of assessment, accommodation, and intervention techniques involved in employee's specialty, for example, learning disorders, mobility disability, visual impairment, etc.
- Skill to communicate with leaders, legal, and other organizational entities regarding employee accommodations and work needs.
- Demonstrated competency with and commitment to equity, diversity, inclusion and belonging.
- Certified Rehabilitation Counselor (CRC), or Certified Disability Management Specialist (CDMS), or Certified Professional in Disability Management (CPDM), or HR Certification Institute (PHR or SPHR) required.
- Job offer is contingent upon satisfactory clearance based on Background Check results.
- Occasional evenings and weekends may be required.
- This position has been identified as a Mandated Reporter pursuant to the California Child Abuse and Neglect Reporting Act and requires immediate reporting of physical abuse, sexual abuse, emotional abuse, or neglect of anyone under the age of 18. It is the responsibility of the Mandated Reporter to ensure that they obtain proper training in order to fulfill their reporting responsibilities as required by the California Child Abuse and Neglect Reporting Act and University policy, and to complete and submit the required reports to the UC San Diego Police Department without delay.
