Job Description
Performs difficult professional work to entail comprehension of complex federal and state policy as it relates to child welfare services, provides constructive feedback for program improvement, works well with staff at multiple levels, has the ability to manage projects simultaneously and meet deadlines, possesses excellent verbal and written communication skills, adapts to the needs of the department. Performs research and reviews, identifying trends, processes, and analyzing data in Child Welfare, within the programmatic areas of Child Protective Services Assessments, In-Home Services, and Permanency Planning in the Department of Social Services, and related work, as apparent or assigned.
This position will assist in the orientation and training of social workers, including teaching/training of Child Welfare in North Carolina Preservice. Conduct on-the-job training for staff and arrange formal training when necessary or dictated by programmatic changes. Work is performed under the general direction of the Social Work Program Manager.

Position Responsibilities
• Conduct quality assurance case record reviews within the child welfare continuum
• Provide feedback and analysis to identify both strengths and areas of improvement of programs/processes
• Identify data trends and provide analysis
• Assist with the development, implementation, and monitoring of the agency's CQI plan.
• Assist with Child and Family Services Review and other federal, state, or agency child welfare reviews.
• Assist with the development and coordination of various surveys.
• Assist with back-up Child and Family Team Meeting facilitation.
• Review program objectives and service delivery needs with staff; formulate specific goals and objectives for assigned program areas; provide input to higher-level management on short-range planning needs for staff, unit, or tier.
• Assist with Child Protective Services staff retention and onboarding.
• Conduct on-the-job training for staff and arrange formal training when necessary or dictated by programmatic changes.
• Facilitate changes in work procedures to meet program demands and present recommendations related to issues with impact programmatic goals, objectives, and policies.
• Assist in the orientation and training of social workers, including teaching/training of Child Welfare in North Carolina Preservice
• Perform assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.
• Perform related work as required or assigned.
Qualifications
Knowledge of methods and principles of casework, and training. Considerable knowledge of social work principles, techniques and practices and their application to specific casework and community problems. Considerable knowledge of psychosocial, behavioral, and socioeconomic problems and associated treatment. General knowledge of medical terminology, disease processes and their treatment are required in certain programs or settings. Knowledge of governmental and private organizations and community resources. Considerable knowledge of the laws, regulations and policies which govern social work programs. Must have strong analytical and processing skills. Have solid organization and multi-tasking skills with the capacity to adapt readily to changes. Possess excellent communication and interpersonal skills demonstrating the ability to provide constructive feedback on program improvements and interact with a variety of people. Have advanced skills in working with computer programs, such as Word and Excel. Possess a sound understanding of HIPAA regulations, confidentiality, and compliance. Ability to express ideas clearly and concisely and to plan and execute work effectively. Ability to establish and maintain effective working relationships with administrative, superiors, members of caseload and their families, and with civics medical, social and religious organizations. Ability to train, or orient social workers, students, interns, or other staff. Ability to express ideas clearly and concisely and to plan and execute work.
Education, Experience, and Special Requirements
Bachelor's degree in in social work, or related field and moderate experience (1-3 years) in protective services social work, or equivalent combination of education and experience. Master's degree preferred.
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities.

The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%.
Vacation Leave
Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases.
Sick Leave
Regular full-time employees earn 12 days of sick leave per year.
Paid Holidays
County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.

The County provides Teladoc Mental Health Services to help employees and their families with personal, family and job-related problems such as depression, and substance abuse concerns.
