Community Action Partnerships of Western Nebraska (CAPWN) is a non-profit community-based health and human services organization that serves low-income, disadvantaged and those unable to meet their needs through other sources. The agency was established in 1965 and provides services to over 9,000 individuals, children and families in three main areas:
- Community Health Services: WIC, Commodity Supplemental Food, Foster Grandparents, Migrant Seasonal Head Start, and Child Development Center.
- Clinical Health Services: Primary Care, Reproductive Health, Diabetes Management, Immunizations, Migrant Health, Ryan White HIV; Behavioral Health including Counseling Services, Medication Management, Medication Assisted Treatment and Substance Use Counseling and Intensive Outpatient Services and Dental Services.

WIC Breastfeeding Peer Counselor
Part-Time, Monday-Friday 8AM to 12PM
Areas of Responsibility: A WIC Breastfeeding Peer Counselor is a paraprofessional support person who gives basic breastfeeding information and encouragement to WIC clients including pregnant and breastfeeding mothers.
Major Duties:
- Counsel WIC pregnant and breastfeeding mothers by telephone, home visits, at WIC clinics, or hospital visits.
- Give breastfeeding information and support to new mothers, including sharing the benefits of breastfeeding, overcoming barriers, and getting a good start with breastfeeding.
- Be available outside usual 8am to 5pm working hours for new mothers who are experiencing breastfeeding problems.
- Assist with prevention of common breastfeeding problems and concerns.
- Keep accurate records of all contacts with the clients.
- Refer mothers, as indicated to:
- WIC Breastfeeding Coordinator and/or designated Breastfeeding Expert
- Hospital or WIC Lactation Counselor
- Physician
- Other community support services
- Issues Milk Works breast pumps following agency protocol.
- Facilitate prenatal breastfeeding classes & postpartum breastfeeding support classes.
- Attend required meetings including but not limited to breastfeeding peer counselor meetings, WIC staff meetings & agency meetings.
- Assist WIC staff in promoting breastfeeding & peer counseling through special projects and outreach events.
- Maintain confidentiality of records and communications following HIPAA privacy and security policies and procedures.

For Bilingual Peer Counselor:
- Assist all exclusively Spanish speaking participants with breastfeeding questions/concerns.
- Interpret for professional staff as needed via phone & during appointments.
Working Conditions:
- Work is typically performed in an office work environment but also requires work from home office and travel to hospitals or client homes.
- 20% of time counseling WIC clients from home, at hospital and by phone.
- 80% of time in the clinic counseling WIC clients & assisting with breastfeeding
- Weekly meetings at the WIC office with supervisor.
Physical Requirements:
- Must regularly talk, hear, and have close vision ability.
- Communicating effectively, both orally and in writing.
- Requires ability to stand, walk, sit and use hands to handle, feel and reach.
- May be required to lift and carry items weighing up to 25 pounds.
- Possible exposure to communicable diseases is possible.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Minimum Qualifications:
Grade: 12
- Attendance at the Loving Support Through Peer Counseling Journey Together training within a month of employment.
- Past or current WIC participant.
- Experience with breastfeeding at least one baby for a minimum of six months.
- Enthusiastic about breastfeeding with a desire to help other mothers enjoy a positive experience.
- Current CPR certification.
- Incentive compensation to English/Spanish speaking individual as determined by Spanish skills test.
- Age 21 or above.
- Valid Nebraska driver’s license and clean driving record with insured vehicle.
Grade: 13
- Must meet minimum qualifications above;
- Experience with breastfeeding at least two babies for a year or more.
Grade:14
- Must meet minimum qualifications grade 12 above AND;
- Experience as Breastfeeding Peer Counselor for 5+ years.
